Councils and asset owners require as-constructed data in a format their asset systems can read. HR Surveyors captures that data through construction, builds it to the authority's specification and template, validates it, and manages lodgement on your behalf — including through ACDC where required — to support the project's handover milestones.
Experience the difference of working with Australia's leading surveying professionals. Precision Delivered since 2012.
We take the submission through the authority's required process ourselves, work through validation errors, and resubmit for validation. You are not left at the portal door with a zip file and a deadline.
Where an authority requires an ACDC template, validation checks against that authority's requirements. We work to the template and submission process your authority is running, and confirm the specification and codelist versions before capture.
Pit dimensions, pipe inverts and connection points are straightforward to record before backfill and can be difficult or costly to verify afterwards. We schedule capture against the construction programme so the as-constructed data is measured at the appropriate stages.
HR Surveyors delivers specification surveys across Victoria and nationally, from offices in Melbourne, Geelong, Perth, Brisbane and Adelaide.
For council-specific examples and a pre-submission checklist, read our guide to A-Spec as-constructed submissions in Victoria.
Kerb and channel, pavement, signs, line marking, street furniture and the rest of the authority's assets within the road reserve, coded and attributed to the specification.
Pipes, pits, property connections and WSUD elements, captured at the stages where they are exposed and attributed to the authority's codelist.
Reserves, parks and landscaped open space, including play equipment, furniture and irrigation where the authority takes them on.
Where a water authority owns the sewer and water assets, it may require a separate submission, portal and timetable. We handle council and water authority requirements and confirm each owner's process at the start.
We check the package before submission, validate it against the authority's requirements, work through returned errors, and resubmit. A validation pass is the machine check; the authority's own review and acceptance are separate, and we tell you plainly which stage a submission is at.
Survey-grade capture using established control, to the tolerances the authority's specification requires for each asset class.
Total station, GNSS, terrestrial laser scanning and UAV LiDAR and photogrammetry, selected to suit the asset and the site conditions.
A-SPEC (R-Spec, D-Spec, O-Spec) and ADAC, using the specification release, codelist and delivery format required by the receiving authority. ADAC delivery uses the authority's required XML schema. Submission is through ACDC or the authority's other nominated system.
Both are specifications for handing newly built assets to an asset owner as structured digital data. A-SPEC is managed by GISSA with the A-SPEC Community and splits into modules by asset type — R-Spec for the road reserve, D-Spec for drainage, O-Spec for open space. ADAC is managed by IPWEA-QNT and used by councils and utilities across Australia, with data delivered as XML to the receiving authority's requirements. The authority taking the assets determines which specification and version apply.
The developer or consultant is responsible for the submission where the permit or contract requires it, but it does not have to be done in-house. We create and manage the submission on your behalf, including working through validation errors returned by the authority's system.
The timing depends on the authority and the project's permit or contract. Melton City Council requires its A-SPEC submission before a certificate of Practical Completion or Statement of Compliance is issued; Greater Dandenong requires it before Practical Completion. Confirm the milestone at the start and schedule capture against the construction programme.
No. Validation is an automated check of the file against the configured requirements. Acceptance is a separate decision by the asset owner after its own review. A clean validation supports that review; it does not determine acceptance or its timing. We are explicit with clients about which stage a submission has reached.
